Lobbyist

Mr. Robert Shuler, Arizona State Lobbyist

In order to maintain a presence in the Arizona State Legislature the Arizona Horse Council hired Mr. Robert Shuler in January 2009.  See Mr. Shuler's biography

Equine Rescue Rules - News Article June 2010

Effective January 1, 2009 the Arizona Horse Council hired a lobbyist. With this we expect to accomplish several important objectives. Among those are the following:

  1. A review of each piece of new legislation for its impact on equestrians
  2. We will be scheduling meetings with the House and Senate Natural Resources Committees to present the impact of the Horse Industry in Arizona
  3. Introduce the Arizona Horse Council and the horse world to key political decision makers to educate them about us.

This is just the beginning and is only limited by our budgeting constraints. Given the funding, we could do much, much more. This is where your help is needed. You can contribute in one of two ways:

  1. Contribute to Arizona Horse Council
  2. Join the Arizona Horse Council

Both of these can be done by check made out to Arizona Horse Council or done on this website. We now accept both credit cards and Paypal for your convenience.

PS: This bill was considered to be so important that the National AQHA sent this notice to all their members throughout the state:

Action Alert:Support Senate Bill 1183Arizona Senate Bill 1183 is a bill that will positively affect horse businesses in the State of Arizona. Read the full bill at: http://www.azleg.gov/legtext/50leg/1r/bills/sb1183p.pdf.This bill will amend the definition of agriculture real property to include “land and improvements devoted to commercial breeding, raising, boarding or training equine.” The ag property designation makes a significant difference in property values, and therefore helps keep property taxes low for horsemen. In some cases county assessors’ offices are designating horse operations as commercial property resulting in higher property taxes. Horses are designated as livestock in Arizona, and the associated property to run a horse operation should be designated as ag property. Higher property tax will only harm an industry that has already been hard hit.As horse owners, please be proactive to help pass this legislation – call, write and/or email your state senator and let them know you support SB1183. The companion House Bill, HB2552, passed 56-2.You can help by educating yourself today – read the bill by clicking the link above, then contact your state senator immediately.
